David Tuganov

About

David Tuganov is an expert in digital transformation, change management and innovation with more than 16 years of leading national-scale programmes in Kazakhstan and Central Asia.

He rose from engineer to deputy group CIO and CEO of a subsidiary at the Samruk-Kazyna sovereign wealth fund. He authored three national reference models — for IT, cybersecurity and data management — and co-founded QazCloud, Kazakhstan's first national cloud provider.

In 2019 he founded Neurostorm, a design-thinking lab with 55+ consulting projects across 15+ sectors and 12,000+ leaders trained. He is president and co-founder of the Creative Industries Alliance of Kazakhstan, founder of TransforNATION and Creata Ventures, and a World Bank consultant on the MUNIS project. At Digital Bridge he curates Day 3 and moderates the GameDev and investment panels.
